Requires counties to renew the 12-month indigence exception period for additional 12-month periods for sponsored noncitizens receiving CalWORKs benefits, extending federal protections that exempt such individuals from sponsor income deeming requirements.

Mandates implementation by counties between April 1, 2019 and July 1, 2019.

Authorizes the State Department of Social Services to implement the provision through all-county letters until permanent regulations are adopted, with emergency regulations required no later than January 1, 2021.

Exempts initial emergency regulations and one readoption from Office of Administrative Law review, allowing them to remain in effect for no more than 180 days.

Prohibits state appropriations under Section 15200 of the Welfare and Institutions Code for implementing this bill, with reimbursement for state-mandated local costs to be made through existing statutory procedures if determined necessary by the Commission on State Mandates.
