Department of Health Care Services shall develop and submit a grant application under the federal 21st Century Cures Act Section 9007 to develop a community-based crisis response plan.

Grant application must include plans for promoting integration between crisis response entities (first responders, emergency providers, law enforcement, behavioral health providers), developing memoranda of understanding, addressing resource gaps, and minimizing emergency department utilization.

Department must confer with stakeholders including hospitals, first responders, law enforcement, social service providers, behavioral health providers, and consumer organizations during grant application development.

If awarded the grant, department must submit a report to the U.S. Secretary of Health and Human Services evaluating the grant's effects on local crisis response services, functional outcomes, and follow-up care, with a copy submitted to the Legislature.

Section becomes operative only if Congress appropriates funds for the federal 21st Century Cures Act competitive grants program.
