Exempts mobile slaughter operators from licensing requirements when slaughtering livestock on the premises of the person who raised the animals (not the owner), provided the meat is not for sale and specific conditions are met, with a limit of 5 head of cattle per premises per calendar month.

Increases brand inspection service charges from a maximum of $12 to $25 per site for inspections of 29 head of cattle or less, or $15 per site for inspections of 30 head or more.

Authorizes the Secretary of Food and Agriculture to issue annual exhibition permits allowing cattle to be transported out of state for exhibition purposes without brand inspection, with a fee not exceeding $10 per head.

Requires the Department of Food and Agriculture to accept exhibition permits from other states and allow cattle to return to their state of origin under those permits without inspection.

Provides that no state reimbursement to local agencies is required under Article XIII B of the California Constitution because costs will be incurred only from changes to criminal penalties and definitions.
