Requires drivers approaching or overtaking a stopped waste service vehicle to change lanes into an adjacent available lane and pass at a safe distance, if practicable and not prohibited by law, effective January 1, 2020.

Mandates drivers slow to a reasonable and prudent speed safe for existing weather, road, and traffic conditions if a lane change would be unsafe or impractical.

Applies only when the waste service vehicle is readily identifiable by configuration or markings and displays flashing amber lights.

Defines "waste service vehicle" as refuse collection vehicles (including recyclables and yard waste collection), sewer maintenance vehicles, and catch basin maintenance vehicles.

Exempts waste service vehicles located on private driveways, not adjacent to streets or highways, or separated by protective physical barriers.
