Obligates managed care plans to notify and educate health care providers who fail to blood lead test at least 80% of enrolled children for two consecutive 12-month periods, using State Department of Public Health training guidelines.

Requires the department to include blood lead screening as a performance measure in annual external quality review organization reports and post public reports detailing screening progress by county, age group, and results starting July 1, 2022.
