Allows political subdivisions and prospective plaintiffs to enter into written agreements extending by up to 90 additional days the period before a lawsuit can be filed under the California Voting Rights Act, to conduct public outreach and receive public input.

Requires any written agreement to mandate that district boundaries be established no later than 6 months before the next regular election (or primary election if applicable) to select governing board members.

Requires political subdivisions to post a tentative schedule of public outreach events and hearings on their website within 10 days of entering into a written agreement, or make it available upon request if no website is maintained.

Allows prospective plaintiffs who sent notice before the political subdivision passed its resolution of intention to demand reimbursement for reasonable costs within 30 days of ordinance adoption, capped at $30,000 adjusted annually for inflation.

Establishes procedures for reimbursement when multiple prospective plaintiffs are entitled to it, prioritizing reimbursement in the order notices were sent and limiting cumulative reimbursements to the $30,000 cap.
