Establishes a Human Trafficking Prevention Vertical Prosecution Program within the Office of Emergency Services to provide financial and technical assistance to county district attorney offices

Authorizes funding for up to 11 district attorney offices that use vertical prosecution methodology, requiring each to dedicate at least half the time of one deputy district attorney and one investigator solely to human trafficking cases

Participating counties must partner with an advocacy agency to provide services and counseling to trafficking victims and witnesses

Office of Emergency Services must submit a report to the Legislature and Governor by January 1, 2021, detailing funded counties, number of prosecutions filed, convictions obtained, and sentences imposed

Program sunsets on January 1, 2023, and is operative only if funding is expressly provided in the Budget Act or other statute, with up to 10% of funds retained for administrative costs
