Authorizes elections officials to conduct risk-limiting audits in place of the existing 1% manual tally requirement beginning with the March 3, 2020 statewide primary election.

Requires the Secretary of State to adopt regulations for implementing risk-limiting audits, including audit board procedures, ballot security, sample selection methods, and public observation requirements.

Defines risk-limiting audits as post-election processes with at most a 5% chance of failing to detect incorrect electoral outcomes, including ballot polling audits and ballot-level comparison audits.

Requires participating counties to conduct risk-limiting audits for contests fully within their borders and partial risk-limiting audits for cross-jurisdictional contests, with at least five days' public notice before the audit and ballot selection.

Repeals the risk-limiting audit pilot program provisions effective January 1, 2021, and repeals existing Section 15560 of the Elections Code.
