Requires the California Energy Commission, in coordination with the State Air Resources Board and Public Utilities Commission, to prepare a statewide assessment of electric vehicle charging infrastructure needed to support 5 million zero-emission vehicles on California roads by 2030 and 40% greenhouse gas emissions reduction below 1990 levels by 2030.

Assessment must include all necessary charging infrastructure components such as chargers, electrical equipment, hardware and software, all vehicle categories, road and highway electrification, port and airport electrification, and infrastructure in low-income communities.

Mandates the Energy Commission to regularly collect data and input from stakeholders including utilities, transportation agencies, charging companies, environmental groups, and automobile manufacturers.

Requires the assessment to be updated biennially (at least every two years).
