Authorizes cities, counties, and city-counties to waive or reduce all building permit fees for home improvements made to accommodate disabilities for persons at least 60 years of age.

Requires local entities that choose to waive or reduce fees to adopt an ordinance establishing a standard application form and proof requirements for qualifying disabilities.

Defines "qualifying disability" as a physical or mental disability as specified in the Government Code Section 12926.
