Authorizes cosmetology students enrolled in board-approved schools to work as unpaid externs in licensed establishments after completing a minimum of 60 percent of required clock hours.

Establishes similar externship provisions for barbering students enrolled in board-approved schools, allowing them to work as unpaid externs in participating establishments.

Limits extern credit toward graduation to a maximum of 8 hours per week and no more than 10 percent of total clock hours required for course completion.

Requires establishments to meet criteria including minimum four licensees in good standing, a ratio of no more than one extern per four licensees, and maintenance of general liability and malpractice insurance covering the extern.

Mandates externs wear conspicuous school identification, perform at least 90 percent barbering or cosmetology duties under direct supervision, and prohibits participation from being a prerequisite for graduation.
