Commencing January 1, 2020, the Department of Motor Vehicles shall issue Gold Star Family license plates as environmental license plates if the requester pays applicable environmental and specialized license plate fees.

Revenue from environmental license plate fees for Gold Star Family plates shall be deposited into the Motor Vehicle Account within the State Transportation Fund until the DMV recovers its upfront costs for implementing the personalization program.

After the DMV's upfront implementation costs are recovered, environmental license plate fee revenue shall be deposited into the Veterans Service Office Fund created by Section 972.2 of the Military and Veterans Code.

Gold Star Family license plates issued in sequential series remain exempt from standard specialized license plate fees ($50 issuance, $40 renewal, $15 transfer).

The Department of Veterans Affairs may request and receive donations for the Gold Star Family License Plate Account within the Specialized License Plate Fund.
