Allows injured parties to establish that a lead paint pigment manufacturer caused injury by proving the manufacturer sold, distributed, or promoted that type of lead paint pigment in California.

Shifts the burden of proof to the lead paint pigment manufacturer to prove it did not sell, distribute, or promote the harmful lead paint pigment during the relevant time period or geographical market where the injury occurred.

Makes each liable lead paint pigment manufacturer jointly and severally liable if multiple manufacturers are found responsible for a single injury.

Makes these provisions expressly retroactive and severable, meaning the bill applies to past cases and invalid provisions do not affect the rest of the law.
