Adds grid integration, integrated storage solutions, and charging management demonstration and analytics as eligible projects for the California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program.

Requires the State Energy Resources Conservation and Development Commission to advise the State Air Resources Board on allocating vehicle charging infrastructure funding consistent with the commission's investment plan strategies.

Changes the program's climate goal timeline from beyond 2020 to beyond 2030, and requires consistency with Section 38566.

Expands priority consideration for funding to include projects benefiting communities with an implemented community emissions reduction program pursuant to Section 44391.2.

Requires the State Air Resources Board to develop a three-year investment strategy for zero- and near-zero-emission heavy-duty vehicles and equipment, including assessment of available funding needs and schoolbus incentive program milestones.
