Requires the California Department of Social Services to establish a definition of "food insecurity" by July 1, 2019, in consultation with public health officials, county agencies, CalFresh advocates, and job readiness experts.

Mandates development of a screening tool to identify food insecurity and basic needs deprivation that helps counties determine if individuals are unfit for employment and exempt from federal able-bodied adult without dependents (ABAWD) time limits.

Directs the department to issue guidance to county human services agencies that includes the screening tool and instructions for verifying when a person is unfit for employment based on food insecurity or basic needs deprivation.

Provides that if the Commission on State Mandates determines the bill creates state-mandated local program costs, reimbursement shall be made pursuant to existing statutory procedures under Government Code Part 7.
