Requires each school district, county office of education, and charter school to provide annual in-service training to teachers in grades 7-12 and all certificated employees on LGBTQ pupil support resources and strategies to improve school climate for LGBTQ students

Training must cover schoolsite resources including peer support clubs, safe spaces, antibullying policies, counseling services, trained staff, and inclusive curriculum materials

Training must address community resources such as LGBTQ-focused organizations and mental health providers with experience supporting LGBTQ youth

Implementation is contingent upon appropriation in the annual Budget Act or other statute

Establishes procedures for state reimbursement to local agencies and school districts if the Commission on State Mandates determines the bill imposes state-mandated costs
