Removes the exemption for part-time playground positions from classified service, making these positions part of the classified service for school districts and community college districts.

Deems employees currently employed in part-time playground positions as of the effective date to be permanent employees without requiring placement on eligibility lists or examination for districts that adopted the merit system.

In community college districts without a merit system, part-time playground position employees are deemed permanent employees effective on the law's date of enactment.

Imposes a state-mandated local program with reimbursement available through Government Code Section 17500 et seq. if the Commission on State Mandates determines costs are mandated by the state.
