Directs the Department of Housing and Community Development to create a state homeless integrated data warehouse in coordination with the Homeless Coordinating and Financing Council to compile data from local Homeless Management Information Systems.

Requires the warehouse to collect demographic information, disability and veteran status, benefit access, housing entry and exit dates, and stated reasons for homelessness among individuals and families experiencing homelessness or at risk of homelessness.

Mandates coordination with state agencies including Corrections and Rehabilitation, Education, Health Care Services, State Hospitals, Social Services, and Veterans Affairs to integrate data for longitudinal cost-based studies on homeless populations and service outcomes.

Establishes a users' group of 5-15 members from Continuum of Care Program Collaborative Applicants to ensure data quality, relevance, and appropriate access.

Requires the database to comply with state and federal privacy laws and encourages local agencies providing homeless services to collaborate with the department in developing the warehouse.
