Establishes a statewide framework and training network for special education teacher mentors, contingent upon legislative appropriation through the Budget Act.

Allocates a one-time grant of $500,000 to an eligible entity with demonstrated expertise in teacher retention, to support mentor teacher training and development.

Provides $1,500,000 in competitive grants to local educational agencies, school districts, county offices of education, charter schools, and special education local plan areas to create or expand mentoring infrastructure for new special education teachers.

Allows grant funds to be used for mentor teacher training, stipends consistent with local bargaining agreements, and piloting of mentor training systems.

Prohibits requirements for teachers to obtain additional credentials to serve as mentor teachers and protects teachers from being mandated to participate in mentor training.
