Reduces the presumption of embezzlement for unreturned leased or rented vehicles from 5 days to 48 hours following the expiration of the lease or rental agreement.

Requires lease and rental agreements to disclose that failure to return the vehicle within 48 hours may result in the vehicle being reported stolen and to include a contact method for the lessee or renter.

Requires vehicle owners to attempt contacting the renter using the designated contact method and to inform them that the vehicle may be reported stolen if satisfactory return arrangements are not made.

Allows owners to report the vehicle stolen to law enforcement if they cannot reach the renter after a reasonable number of attempts or if satisfactory return arrangements cannot be made.

Exempts owners procuring vehicles through fraud from waiting until lease or rental agreement expiration before reporting the vehicle stolen to law enforcement.
