Establishes the Office of Higher Education Performance and Accountability as the statewide postsecondary education coordination and planning agency under the Governor's office, replacing the California Postsecondary Education Commission.

Requires the Governor to appoint an executive director subject to Senate confirmation and creates an 8-member advisory board consisting of two ex-officio legislative members and six public members appointed to four-year terms.

Grants the office authority to require public postsecondary institutions to submit data on plans, programs, costs, enrollments, and other matters relevant to planning and policy development.

Designates the office to advise the Legislature and Governor on cross-segmental initiatives, new institutions and campuses, program proposals, eligibility standards, and to serve as a clearinghouse for postsecondary education data and information.

Requires annual reporting to the Legislature and Governor on progress toward specified objectives and automatically repeals these provisions on January 1, 2022, unless extended by subsequent legislation.
