AB 2171 Summary

• Requires individualized education programs (IEPs) for transition-age pupils to include a subsection specifying how the local educational agency will support employment preparation, obtaining, and retention of competitive integrated employment if the pupil identifies employment as a goal.

• Mandates the State Board of Education adopt the Employment First Policy by July 1, 2019, prioritizing integrated competitive employment for individuals with developmental disabilities in all transition-related services and supports.

• Requires regional centers to include within individual program plans for transition-age youth and working-age adults a section detailing how they will support the individual in obtaining or retaining competitive integrated employment, including accommodations provided.

• Requires the Department of Rehabilitation to include within individualized plans for employment a section specifying support for obtaining or retaining competitive integrated employment and necessary accommodations, in cooperation with other state departments.

• Directs the Superintendent of Public Instruction, Director of Developmental Services, and Director of Rehabilitation to consult regularly with individuals with disabilities, families, and advocacy organizations regarding interagency agreements and to report to the Legislature by January 1, 2020 on implementation progress.
