Requires the Department of Corrections and Rehabilitation to provide the Legislature and Citizens Redistricting Commission with residential address data, ethnicity, race, and facility location for all inmates in state correctional facilities on April 1, 2020, and each subsequent decennial Census Day

Inmates must be counted for redistricting purposes at their last known residential address before incarceration, rather than at the prison location

Inmates whose last known residence is outside California, unknown, or who are in federal custody within California must be excluded from population counts for any district, ward, or precinct

"Last known place of residence" is defined as the most recent address assignable to a census block, or if not specific enough, a randomly-determined census block within the smallest identifiable geographical area

Prohibits publishing race, ethnicity, or prior residential address information for specific individual inmates, though this data must be included in the redistricting database
