Authorizes peace officers and marine safety officers to remove vessels from public property when there is probable cause the vessel was used in committing a crime or contains evidence of a crime.

Permits courts to order persons convicted of crimes involving vessel use to pay towing, storage, and administrative costs associated with vessel removal, impoundment, and release.

Prohibits liens from attaching to removed vessels unless the vessel was used in a crime with the express or implied consent of the owner.

Expands existing removal authority beyond public waterways to include public property within the officer's territorial limits.

Defines "vessel" to include both the vessel itself and any trailer used to transport it.
