Declares the bill addresses a matter of statewide concern and exempts local agencies from state reimbursement requirements because they have authority to levy fees sufficient to cover the mandated program.

Makes legislative findings that the bill provides otherwise eligible persons, regardless of citizenship or immigration status, the opportunity to obtain a local business license.
