Extends expenditure authority for $176,600,000 previously appropriated from the Toxic Substances Control Account through June 30, 2021 (previously set to expire June 30, 2018) for cleanup and investigation of lead-contaminated properties surrounding the Exide Technologies facility in Vernon, California.

Appropriates $12,000,000 from the Lead-Acid Battery Cleanup Fund to the Department of Toxic Substances Control for lead sampling, testing, and interim remediation measures in public parkways near the Exide facility, with sampling to be completed by July 1, 2019.

Requires Los Angeles County to use lead-based paint remediation federal funding and grants to provide wraparound services to residents in affected communities, including lead-based paint abatement, blood-lead level testing, and educational resources about lead hazards.

Authorizes pursuit of cost recovery actions against potentially responsible parties for cleanup and investigation costs related to lead contamination near the Exide facility.

Establishes this as a special statute for Los Angeles County and provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill contains state-mandated costs.
