Requires the Ocean Protection Council to develop and implement a White Shark Population Monitoring and Beach Safety Program upon appropriation of funding by the Legislature.

Authorizes grants to academic institutions, public agencies, and nonprofit corporations engaged in white shark research, including monitoring and tracking of white shark movement along the California coastline.

Authorizes grants to local agencies assisting with white shark research and to local agencies operating public safety programs related to white shark sightings on California beaches.

Specifies that qualifying public safety operations include training programs for lifeguards, harbor patrol, game wardens, and water safety personnel on white shark identification and safe interaction, as well as emergency response protocol development.

Does not include an automatic appropriation; funding must be separately appropriated by the Legislature to implement the program.
