Expands public access requirements for state-funded research grants to apply to all state agencies within the executive branch, not just the Department of Public Health.

Requires grantees receiving state research funding to make peer-reviewed manuscripts publicly available within 12 months of publication through state-agency-approved repositories such as UC eScholarship, CSU ScholarWorks, or PubMed Central.

Allows grantees to use grant funds to cover publication costs including color charges, page charges, and digital distribution fees.

Eliminates the sunset date (January 1, 2020) and extends these publication requirements indefinitely.

Exempts research grants issued before January 1, 2015 (for the Department of Public Health) or January 1, 2019 (for other state agencies) from the new requirements.
