Licensed health care practitioners providing prenatal or postpartum care must offer screening or appropriately screen mothers for maternal mental health conditions by July 1, 2019.

Health care service plans and health insurers must develop maternal mental health programs by July 1, 2019 designed to promote quality and cost-effective outcomes, consistent with sound clinical principles.

Maternal mental health program guidelines and criteria must be made available upon request to medical providers, including contracting obstetric providers.

Maternal mental health is defined as a mental health condition occurring during pregnancy or the postpartum period, including but not limited to postpartum depression.

The bill does not require state reimbursement to local agencies or school districts.
