Requires the Director of Finance to notify the bill author, Senate Committee on Budget and Fiscal Review, Assembly Committee on Budget, and relevant policy committees in writing when proposing to limit the operation of a recently amended or added statute as part of the budget process.

Defines "limit the operation" as making a requirement or authorization in a recently enacted or amended statute contingent upon later legislative appropriation of funds or limited to previously appropriated funds.

Applies only to statutes last amended or added within the two immediately preceding calendar years, excluding bills authored by budget committees or bills declared related to the Budget Bill under the California Constitution.

Requires notifications to be provided at the same time the Director of Finance proposes statutory changes to the Legislature, on or before February 1 of each year.

If the original bill author is no longer a legislator, requires notice to be sent to the relevant rules committee for forwarding to that author's last known home address.
