Requires Medi-Cal basic rates for primary care services to equal at least 100% of Medicare payment rates, effective July 1, 2019, for both fee-for-service and managed care plans.

Applies to primary care service providers, defined as physicians or those supervised by physicians with specialties in family medicine, general internal medicine, or pediatric medicine.

Mandates rate adjustments within 90 days of any changes to Medicare payment rates for primary care services.

Exempts these primary care payment increases from other provider payment reductions and excludes rates for non-Medi-Cal and non-Family PACT Program eligible individuals.

Authorizes the Department of Health Care Services to implement the bill through provider bulletins without formal regulatory action until regulations are adopted.
