Establishes the California Green Business Program within the California Environmental Protection Agency to develop baseline environmental standards for local green business certification programs.

Requires local governments to certify small- and medium-sized businesses and public agencies as California green businesses upon meeting voluntary beyond-compliance environmental standards covering energy efficiency, pollution prevention, greenhouse gas emissions reduction, water conservation, and waste reduction.

Authorizes the state program to provide technical guidance, tools, templates, outreach campaigns, funding for professional technical assistance, and maintain a statewide directory of certified green businesses.

Mandates local programs conduct onsite evaluations before awarding or renewing certification (maximum three-year renewal periods) and prohibits certification for businesses that manufacture toxic materials or produce substantial hazardous waste.

Removes authority previously granted to the Department of Toxic Substances Control to create a similar green business certification program.
