Defines "recovery residence" as a cooperative living arrangement providing an alcohol and drug-free environment for persons recovering from substance use disorders, with voluntary certification available through approved certifying organizations.

Requires approved certifying organizations to maintain nonprofit status, affiliate with a national organization recognized by the State Department of Health Care Services, conduct annual inspections, maintain public registries of certified residences, and establish complaint resolution procedures with 24-hour response times.

Mandates that state agencies, counties, certified counselors, healthcare providers, judges, and parole boards first refer individuals requiring sober living environments to certified recovery residences when available, beginning January 1, 2020, with option to refer to noncertified residences if determined to be in the person's best interest.

Requires operators seeking certification to submit documentation including drug-testing procedures, resident policies, neighborhood complaint procedures, and proof that owners/operators complete 10 hours of program management education and at least one resident or staff member completes 10 hours of recovery specialist training annually.

Requires the Department of Health Care Services to maintain a public registry of residences with revoked certifications and report to the Legislature by January 1, 2021, on complaint resolution efficacy; all provisions sunset January 1, 2026.
