Repeals Penal Code Sections 113 and 114, which were added by Proposition 187 in 1994 and criminalized manufacturing, distributing, and using false documents to conceal citizenship or resident alien status.

Requires the Secretary of State to submit the repeal provisions to voters for approval at the November 3, 2020, statewide general election before the repeal becomes effective.

Amends an initiative statute (Proposition 187) through the constitutional process allowing the Legislature to submit amendments to voters for approval.
