Renames and expands the Student Athlete Bill of Rights to the College Student Athlete Bill of Rights, applying to all private postsecondary institutions, independent institutions, UC, and CSU campuses that provide athletic scholarships (previously limited to institutions receiving $10 million+ in annual media rights revenue).

Extends injured college student athletes' scholarship eligibility to one additional academic year beyond the 5-year limit upon showing of cause for need, and requires equivalent scholarships for athletes who exhaust athletic eligibility while in good standing (with exemptions for institutions earning less than $10 million annually and those with graduation success rates above 60%).

Requires institutions to provide college student athletes with copies of their rights annually, designate a complaint officer, and conduct investigations within 60 days of reported violations with appropriate remedies.

Establishes a process allowing college student athletes to file complaints with their institution, then report to the Attorney General or district/county counsel if unresolved within 60 days, with the right to pursue civil action for damages and recover attorney's fees.

Removes the requirement that institutions use exclusively media rights revenue to cover costs under the bill and clarifies health insurance, injury treatment, and concussion prevention requirements apply to all covered institutions regardless of revenue threshold.
