Extends firearm reporting requirements to all law enforcement agencies in California, requiring entry of stolen, lost, found, recovered, or observed firearms into the Department of Justice Automated Firearms System within 7 calendar days of notification.

Requires law enforcement agencies to report information about recovered firearms that are illegally possessed, used in crimes, or suspected of being used in crimes to the Department of Justice within 7 days, which shall be forwarded to the federal Bureau of Alcohol, Tobacco, Firearms and Explosives.

Mandates that firearm information remain in the automated system until the firearm is found, recovered, no longer under observation, or the record is determined to be entered in error.

Specifies that costs for implementing the firearm database requirements shall be reimbursed from sources other than firearms-related fees under Sections 28225 and 28230.

Creates a state-mandated local program requiring reimbursement to local agencies and school districts for costs mandated by the state pursuant to Government Code Part 7.
