Defines "narrow track vehicle" as a fully enclosed motor vehicle with 3 or 4 wheels not exceeding 40 inches in width that conforms to federal motor vehicle safety standards, and "short narrow track vehicle" as a narrow track vehicle not exceeding 102 inches in length.

Includes narrow track vehicles in the Class C driver's license category, requiring applicants to submit to examinations appropriate to operating these vehicles.

Authorizes narrow track vehicles to use high-occupancy vehicle (HOV) lanes under the same conditions as blood transport vehicles, with this exemption expiring January 1, 2027.

Expands lane splitting provisions to include narrow track vehicles alongside motorcycles, and directs the California Highway Patrol to develop educational safety guidelines for lane splitting by both vehicle types.

Authorizes local authorities that regulate motorcycle parking to regulate parking for short narrow track vehicles in the same manner.
