Prohibits dealers from affixing supplemental price labels exceeding the manufacturer's suggested retail price unless the label clearly discloses it is the dealer's asking price (not manufacturer's price) and itemizes all additional charges.

Requires supplemental labels to list each dealer charge not included in the manufacturer's suggested retail price, including assembly, preparation, and transportation costs, and separately identify any "added mark-up."

Makes violations of these requirements criminal offenses.

Clarifies that no state reimbursement is required for local agencies or school districts as the costs result from changes in crime definitions and penalties.
