Amends Section 46392 of the Education Code to allow the period for reduced average daily attendance due to a gubernatorial state of emergency to extend into the 2019-20 fiscal year for the 2017 wildfires, upon showing that extension is essential to alleviate continued reductions in attendance.

Requires the Superintendent of Public Instruction to make a supplemental apportionment to affected school districts, county offices of education, or charter schools for the 2019-20 fiscal year equal to 50 percent of the apportionment based on average daily attendance lost due to the 2017 wildfires.

Applies to school districts, county offices of education, and charter schools located in counties where the Governor declared a state of emergency in 2017 due to wildfires.

Schools must establish the material decrease in average daily attendance through affidavits of governing board members and the county superintendent of schools.
