Extends the time period for courts to rule on motions for new trials and motions to set aside and vacate judgments from 60 days to 75 days, measured from mailing of notice of entry of judgment or service of written notice, whichever is earlier.

Allows courts to accept a concise outline of discovery requests and responses in dispute in lieu of the separate statement required by California Rules of Court for motions to compel further responses to interrogatories, demands for inspection, and requests for admissions.

Provisions regarding discovery procedures (Sections 3, 4, and 5) become operative on January 1, 2020.

Makes nonsubstantive technical changes to provisions governing motions for new trial and motions to set aside and vacate judgments.
