Mandates phased expansion of the waiver program beyond the current 15 participating counties to enable regional availability in northern, central, and southern areas of California that lack access to the program.

Requires the department to modify provider reimbursement tiers to increase provider participation while maintaining budget-neutral provisions, and to maintain current financial eligibility standards without further restrictions.

Requires the department to conduct open in-person stakeholder meetings in multiple regions and release a draft waiver renewal for at least 30 days of public comment before federal submission, with at least 60 days between draft release and submission.

Implementation is conditioned on obtaining federal financial participation and necessary approvals, with implementation to commence within six months of receiving authorization for necessary resources.
