Requires the Superintendent of Public Instruction to transfer funding to counties for pupils enrolled in county-operated community schools, beginning in the 2019–20 fiscal year.

Transfers amount calculated for the school district of residence based on average daily attendance credited to that district.

Allows the Superintendent to transfer an alternative funding amount if the school district of residence and county superintendent of schools mutually agree and report the alternative to the Superintendent.

Attendance by pupils enrolled in county community schools continues to be credited to their school district of residence for funding and unduplicated pupil percentage calculations.

Specifies that for homeless students, the school district of residence is the district that last provided services or the largest non-basic aid school district in the county serving that grade level.
