Requires local agency formation commissions to consider assessed valuation (rather than per capita assessed valuation) and information from local hazard mitigation plans, safety elements of general plans, and very high fire hazard zone maps when reviewing proposals for changes of organization or reorganization.

Requires councils of governments to account for housing units lost during declared states of emergency that have not been rebuilt or replaced when determining regional housing need allocations and developing allocation methodologies.

Extends the periodic review period for local health emergencies declared by local health officers from every 14 days to every 30 days before termination is required.

Contains conditional operative provisions allowing alternative versions of amendments to Sections 65584.01 and 65584.04 of the Government Code to take effect depending on whether Assembly Bill 1771 and/or Senate Bill 828 are enacted after this bill.

Exempts the bill from state reimbursement requirements under the California Constitution by stating that local agencies have authority to levy sufficient fees or assessments to cover mandated programs.
