Requires the Department of Water Resources, State Water Resources Control Board, and Department of Fish and Wildlife to improve open and transparent access to water and ecological data.

Directs these agencies to reduce fractured or duplicative reporting of the same or similar data to multiple governmental agencies or departments.

Requires agencies to work toward reducing the reporting burden on entities providing data to governmental agencies.

Adds Section 12407 to the Water Code to establish these data coordination and transparency requirements.
