Adds Section 10631.5 to the Water Code requiring urban water suppliers to include a water service reliability assessment in their urban water management plans covering normal, dry, and multiple dry years, including a repeat of the five consecutive historic driest years experienced by the supplier.

Requires suppliers to consider the reliability of water service based on available supplies, possible supply augmentation measures, and demand management measures they would likely implement during drought scenarios.

Removes previous legislative findings and declarations from Section 10610.2 relating to water conservation, reliability, and water quality as part of this amendment.
