Requires county elections officials to report to the Secretary of State the total number of preregistered voters and breakdown by political party preference, in addition to existing registered voter information.

Mandates the Secretary of State compile statewide voter registration data within 30 days, including preregistration totals by party preference for all counties, cities, and districts, and make it available upon request to any elector.

Establishes that affidavits of registration for preregistered persons who are not yet registered voters are confidential and cannot be disclosed to any person without exception.

Sets specific reporting deadlines for voter and preregistration data at 135 days before primary elections, 50 days before elections, 7 days before elections, and annually by March 1 of odd-numbered years.

Imposes state-mandated local program requirements on county elections officials and provides that if the Commission on State Mandates determines the bill creates mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
