Requires social workers and placing agencies to develop and implement a placement preservation strategy in consultation with the child and family team before making any placement changes for dependent children.

Mandates at least 14 days prior written notice to the child's parent, guardian, caregiver, attorney, and the child (if 10 years or older) before a placement change occurs.

Prohibits placement changes between 9 p.m. and 7 a.m. unless all parties (child if 10+, current caregiver, prospective caregiver, and social worker) mutually agree.

Allows exemptions from these requirements if remaining in placement poses imminent risk to the child's or others' health and safety, or if the child and family team unanimously agrees to waive the requirements.

Requires the Office of the State Foster Care Ombudsperson to share investigation findings with county child welfare directors when complaints allege violations of these placement change protections, for purposes of training and quality improvement.
