California State Library must create a centralized funding opportunities Internet Web portal by July 1, 2020, listing all state grants and incentive opportunities available to grant seekers.

Each state agency must register all grants administered with the California State Library by July 1, 2020, before soliciting or awarding funds, including grant title, purpose, eligibility requirements, funding amount, deadline, and contact information.

Each state agency must provide electronic application acceptance for all grants by July 1, 2020, and include a link to the state library's portal on their website.

California State Library must submit annual reports to the Legislature beginning January 1, 2022, detailing portal utilization, number of registered grants, funding amounts, website traffic, and changes in grant application rates.

"Grant" is defined as any state agency mechanism for distributing competitive or first-come financial assistance, including loans and federal funds, but excludes procurement of goods, services, or real property.
