Establishes a grant program administered by the Strategic Growth Council for local agency formation commissions (LAFCOs) that operates until July 31, 2024, subject to annual budget appropriations.

Provides grants to LAFCOs for dissolving inactive special districts, conducting studies of public agency services in disadvantaged communities (those with median household income below 80% of statewide median), and initiating reorganization or consolidation actions based on study findings.

Requires LAFCOs to submit applications with detailed budgets and supporting documentation, with the council issuing reimbursements within 60 days for dissolution costs and within 60 days of selection notification for study grants.

Mandates that LAFCOs complete funded studies within 2 years of receiving funds and must repay the full grant amount if studies are not completed within that timeframe; also requires submission of final reports documenting outcomes and budget accounting.

Exempts the council's guidelines, timelines, and application criteria from the Administrative Procedure Act to expedite implementation; the program repeals January 1, 2025.
