Extends CalWORKs eligibility to individuals less than 20 years of age (previously 22) who are attending high school or vocational training full-time and expected to complete the program before their 20th birthday.

Eliminates the continuous General Fund appropriation under Section 15200 of the Welfare and Institutions Code for implementing this bill.

Designates the bill as a state-mandated local program, requiring reimbursement to counties and school districts pursuant to Government Code Part 7 if the Commission on State Mandates determines costs are state-mandated.
